Transparency is understood as total accessibility to data and information regarding the organization and activities of the public administration.
TheLegislative Decree No. 33 of 14 March 2013affirms the principle of transparency with the aim of facilitating citizen participation and widespread forms of control over the activities of institutions and the use of public resources, thus ensuring knowledge of the services rendered, preventing corruption phenomena and widely controlling each performance management cycle.

Article 11(1) of Legislative Decree No. 150 of 27 October 2009, "Implementation of law 4 March 2009, n. 15, regarding the optimization of the productivity of public work and the efficiency and transparency of public administrations", defines the obligation on the part of each administration to publish information concerning every aspect of its organization on its institutional website, in a specific section.
